SHRINE BOWL 2007

The following rules will be applicable to the 2007 Shrine Bowl game.  Coaches and players are urged to comply with the spirit of the special rules which have been requested by the Shrine Bowl and which have been designed to provide for a better offensive game.


GENERAL RULES

1. National Federation High School Rules will be used, except as hereafter provided.  There will not be a playoff in the game ends in a tie.  Emphasis will be placed on the rule requiring all players to tuck their shirts in their pants.
   
2. Quarters will be 15 minutes in length and each team will be allowed 3 charged time-outs each half.
   
3. The clock will start on the "ready" signal after all change of team possessions EXCEPT the last 2 minutes of each half.
   
4. The penalty for violation of any of the special rules (offensive and defensive) is 5 yards from the previous spot, no loss of down.  The signal is illegal procedure.  If the foul is detected prior to the snap, it will be a dead ball foul.  If the ball is snapped prior to detection of the foul, it will be a live ball which can be declined by the offended team.


OFFENSIVE RULES

 

1. The following rules are applicable to all offensive formations except kickoff, field goal, extra point and punt formations:
 
   
a. All offensive sets must have at least one setback in addition to the quarterback.
   
b. If there is only one setback, he cannot go in motion prior to the snap and must line up within the outside shoulders of the offensive tackles.
   
c. No unbalanced line.  There must be an equal amount of linemen on both sides of the center.
   
d. Line splits between center and tackles must be no more than one yard between players.
   
2. Kickoff, field goal, extra point and punt formations.
 
   
a. Kickoffs will be from the 35 yard line unless changed by penalty.
   
b. On field goal, extra point and punt formations, it is not necessary to kick.
   
c. On field goal, extra point and punt formations there are not offensive restrictions.


DEFENSIVE RULES

1. The standard defensive set shall have a 3 man front on the line of scrimmage with 2 linebackers with the following roles to apply:
   
 
a. NOSE GUARD must be head up on offensive guards at the snap, helmet to helmet, except in a 4th down scrimmage kick situation, in which event the nose guard may be in the gap between the center and guard.
   
b. TACKLES must be head up on offensive tackles at the snap, helmet to helmet.
   
c. INSIDE LINEBACKERS must be head up on offensive guards at the snap, helmet to helmet.  Inside linebackers must be in "stand-up position" at any depth, but must be behind the feet of all defensive linemen and must be stationary at the snap.  There will be no blitzing, gaming or dealing of inside linebackers at any time except in punt, field goal or extra point formation, in which there are no restrictions.
   
d. THE SIX PLAYERS BELOW CANNOT BLITZ BETWEEN THE TACKLES.
   
e. DEEP BACKS: There must be 2 deep backs at least 5 yards behind the line of scrimmage at the snap.
   
f. Other than the blitz restriction in 'd' above, there are no defensive restrictions on the 4 players, probably referred to as cornerbacks and defensive ends/drop ends.
   
2. There are no defensive restrictions on punts, field goals, extra point formations, any 4th down play or when the ball is snapped from inside the 5 yard line going in.
